Trump's original travel ban, signed as an executive order in the first days of his presidency, was always meant to be a temporary measure while his administration crafted more permanent rules. Trump later said Kim is "obviously a madman who doesn't mind starving or killing his people". It even specifically targets immigrant visas, in case it was unclear that this is about preventing more non-white people from becoming USA citizens. It covers more countries (eight), including two that are not majority Muslim, and while its provisions vary by country, the travel restrictions are in most cases stricter. The Appeals Court for the Ninth Circuit upheld Watson on September 7 and said that the Trump administration can not ban grandparents and other family members of citizens and legal residents from coming to the United States from the six countries named in Trump's March 6 executive order. This new version of the ban adds restrictions to three additional countries (Chad, North Korea, and Venezuela) and removes one previously banned country: Sudan.

Additionally, the nation's highest court has ordered parties to address whether the fact that Trump's ban on refugees from all countries expires on October 24 renders that aspect of the case moot.
