Trump to sign executive orders targeting trade abuses

The announcement says the USA must address the challenges to economic growth and employment that may arise from large and chronic trade deficits and the "unfair and discriminatory" trade practices of some of their trading partners.

WASHINGTON (AP) — President Donald Trump had an apparent glitch Friday afternoon at an Oval Office signing for pair of executive orders: After touting the measures, he neglected to sign them.

The trade deficit order, written by the Commerce Department US Trade Representative, will be presented back to the president in three months.

Mr Trump has pledged to upend decades of USA trade deals and tax policy in a bid to bring back jobs to the United States.

Throughout his presidential campaign, Trump vowed to put America's trading relationship with the world on a more advantageous basis.

White House video showed Trump entering the Oval Office to announce the orders, but leaving before actually signing any documents.

The officials said that the Trump administration will produce a sweeping report on the cause of USA trade deficits as well as plans to improve trade enforcement and the collection of billions in import taxes as part of the effort to bolster US manufacturing.

The study will look at whether cheating, trade deals, lax enforcement and World Trade Organization rules play a role in the deficit, according to Mr Ross.

China has been named as the country with the greatest trading advantage, followed by Japan, Germany, Mexico, and Ireland.

One specific step Trump has already decided on is stricter enforcement of anti-dumping and countervailing duties, the penalties that the US already imposes on importers who violate trade rules. It will study the effects of abuses such as the dumping of products below costs, unfair subsidies, "misaligned" currencies and "non-reciprocal" trade practices by other countries.

The proposals being considered by U.S. customs officials could impose more substantial bonding requirements at the border or examine products' risk more stringently.

"The problem here is that this isn't just money lost to the Treasury", Navarro said during the same call.

"Thousands of factories have been stolen from our country", he said, vowing to create a "level playing field" for U.S. workers. For example, in trade, in steel, we now have something like 187 cases of this kind of duties and anti-dumping outstanding. It will be something very important, very, very special.

In a sign of brewing unease, Germany on Friday protested over planned USA punitive anti-dumping duties on steel plate products from companies in that country and half a dozen others. The report criticized China's excess industrial capacity and requirements for technology transfers and cyber security, which it said are aimed displacing foreign products with domestic versions.

Italy also voiced alarm, amid fears that products like Vespa scooters could be hit by punitive duties.
