Certain success in overcoming the split was reached in September when Cairo hosted talks of Egypt's intelligence first with the Hamas delegation and then with Fatah emissaries. Hamas leaders have said they would not disarm as long as Israel occupies Palestinian land.

A statement from Netanyahu's office said that Israel "will examine developments in the field and act accordingly".

"Israel and the worldwide community should insist that the Palestinian unity government accept the conditions of the Quartet and Security Council Resolution 1850: recognition of Israel, a commitment to the two-state solution, and the cessation of terror and incitement", a statement from Peretz's office said.

"Any reconciliation between the (Fatah-dominated Palestinian Authority) and Hamas must include a commitment to worldwide agreements and to the conditions of the Quartet, first of which is recognising Israel and demilitarising Hamas", the official said in the Israeli government's first reaction to the deal signed in Cairo.

The figure is however a fraction of the more than 20,000 police officers employed separately by Hamas.

Two weeks before this, another meeting will be held in Cairo (on November 14) between representatives of all Palestinian factions, the same source said, adding that this meeting would discuss "mechanisms" for implementing the reconciliation agreement.

The crossing with Egypt may require more time for the handover, with construction work now underway there.

Abbas has tried numerous times without success to fix the rift, in part to counter Israeli assertions that peace negotiations are pointless because he can't ensure that any treaty will also hold in Gaza. Abbas has said he would not take over Gaza until Hamas gave up its weapons.

During meetings in the Egyptian capital - whose "atmosphere" was reportedly described as "excellent" by both sides - important issues were discussed including government matters, borders and the salaries of public employees.

The agreement, which is a reactivation of a previous deal signed in 2011, was signed in the presence of Egyptian Intelligence Minister Khalid Fawzi. But last month Hamas agreed to cede powers in Gaza to President Mahmoud Abbas' Fatah-backed government in a deal mediated by Egypt.

Islamist movement Hamas is blacklisted as a terrorist organisation by the United States and the European Union. Hamas and Israel fought three devastating wars over the past decade.

In return, Cairo pressed Hamas to move forward on reconciliation with Fatah.

Repeated reconciliation attempts have failed since 2007.

The U.S. says it wants the Palestinian Authority to take control of Gaza again.

The readout of the Secretary-General's phone call comes as media outlets are reporting that Egyptian-facilitated talks in Cairo have led to a breakthrough in the talks among Palestinian parties on administration in the Gaza Strip.

The publicly-released parts of the agreement did not specify what would happen to Hamas' armed wing.

Reconciliation could also pose a dilemma for worldwide efforts to reach an Israeli-Palestinian peace deal since Hamas has not recognised Israel, unlike the Abbas-led Palestine Liberation Organisation.
