Governor Scott, a Republican who took a "never-say-never" stance when asked about cannabis legalization last Fall and supports industrial hemp, has not indicated yet whether he will veto the bill. The measure makes Vermont the ninth state to legalize recreational marijuana use among adults and the first to legalize through a legislative process.

According to Vermont laws, Scott has five business days to take action on the bill. Scott has said he thinks legalization likely inevitable in the future, but he says Vermont needs to institute enhanced highway safety measures - including a roadside marijuana impairment test that doesn't now exist - before moving forward with a legalization law. They would have to grow it themselves. "This bill creates professional, well-regulated framework for marijuana production and sales for adult use; it provides protections for residents while generating revenue for various programs throughout the state". The legislation is set to become law July 1, 2018.

While advocates and legalization proponents were hailing passage of S.22, one major hurdle remains - the governor.

"Vermont lawmakers made history today", Matt Simon, New England political director for the Marijuana Policy Project, said in a statement to Time.

Still, the plant remains illegal under federal law, and those who favor the end of marijuana prohibition in the United States have been concerned about the future of legalization under President Donald Trump.
