After missing a Saturday deadline in part due to disagreement over proposed raise the age legislation, ny legislators signed bills submitted by Gov. Andrew Cuomo Monday to approve a fiscal year 2018 State Budget Extender and avoid a state government shut-down.
Republican Senate Leader John Flanagan's spokesman said senators are discussing the proposed compromise but there's now no final agreement.
Another provision - and perhaps the most contested in stalled negotiations - would end the automatic prosecution and incarceration of 16- and 17-year-old offenders as adults.
Senate Republicans, bought and paid for by their charter masters, are holding the state's education budget hostage so they can take money that should be going to neighborhood public schools around the state and send it to charters in New York City.
Assemblywoman Stacey Pheffer Amato (D-Rockaway Beach) said the extender has "some bright spots", including, "increased funding for home health care aides and crucial upgrades to I878."The I-878 is the Nassau Expressway".
For weeks, Cuomo has stated his preference for a budget that would allow him to tinker with it throughout the year, controlling disbursements without legislative approval.
"Sometimes it feels like we get to the five yard line and then we get pushed back a little bit", said Sen. "But there's no great rush at this point to get anything done because in people's lives, all the government operations are continuing".

With U.S. Attorney Preet Bharara deposed and ethics reforms completely off the table, Cuomo has leaked details of supposed "deals" (like the noxious 421-a rumor, which first appeared in Politico Pro, cited to "sources close to the negotiations") to media outlets, sending Democrats into a frenzy of dissent.
