But Amtrak still needs to sit down and talk with NJ Transit and Long Island Rail Road to talk about their commuter needs, and what will minimize impact and disruption to them in order to determine how many tracks are closed each day.

I personally met with Amtrak's CEO recently to discuss the importance of NJ TRANSIT having a voice at the table around prioritization of track and other maintenance, tunnel evacuation protocols, customer flow at Penn Station New York among other topics.

Commuters have faced major delays for the last several weeks due to infrastructure issues, including track maintenance problems.

New Jersey Transit might have to cut in half the number of trains that come into Penn Station while Amtrak does weekday repairs, which could lead to extreme overcrowding, the agency head warned Friday.

Starting in May, Amtrak expects to begin a major overhaul of critical infrastructure, tracks and switches located in the "Western Throat" of the station.

Amtrak's long-term goal, however, is the completion of the Gateway project, a $24 billion plan to build a new trans-Hudson tunnel and double rail capacity between Newark and New York City.

One legislator suggested that the New Jersey and NY state governments work with businesses to encourage employees to stay home on certain days so Amtrak can shut down most tracks and get the work done more quickly. That disruption caused major delays and crowded conditions on NJ Transit trains, and enraged customers who used social media to air their complaints, some directed at Christie personally.

Moorman and Amtrak's vice president and chief operating officer, Scot Naparstek, told lawmakers the work is too extensive to complete in nightly four-hour windows or even an extended 55-hour shutdowns on weekends.

"The whole objective of my talking about this from the beginning was to hold them to account to do the things they're doing", Christie said yesterday.

He said decisions are still being made about how many commuter trains will be affected. "We will jointly arrive at the best plan that we can, announce it to everyone in plenty of time, including the implications for service that you're asking about, so that people have time to prepare for it".

Commuters who already have endured recent slowdowns at New York's Penn Station are about to hear about more potential delays.

"We can not afford to play Russian roulette with the lives and livelihoods of our commuters", said Sen. Construction work at the station will continue past this summer but will switch to a weekend-based schedule, Moorman added. Metro North wants to begin service, at a cost of $700 million, from the East Bronx via The Hell Gate Bridge and Harold Interlocking in Sunnyside Queens on to Penn Station some time between 2021 and 2023. "So that ballet between the three railroads and the location of the track being taken out of service is going to impact how much service we can provide".
